I need to be able to set a field's "display" and "required" settings on a dialog-by-dialog basis. We have several things that we want to make required on a close, especially for defects.
Also, we have too many options showing up when we create stories and defects and not enough when we close. The end result is that people sometimes fill in the wrong data at the wrong time (a tester filling in ToDo or Estimate) and don't fill in the proper stuff when closing since it isn't displayed and they don't remember to open it up for editing to fill it out prior to closing.
The why I'd like to see it is to have the Project workspace settings expanded to include "sub selections" columns for:
"Required on Creation"
"Required on Close"
"Display on Creation"
"Display on Close"

In transitioning from TFS to VersionOne, this is something that we are working out how to handle. Controlling which state an item can move to based on its current state, and which fields are mandatory / optional and visible / hidden based on current state.
The Spring 2020 release included the ability to mark fields as Important and the Summer 2020 release introduced the ability to enforce these fields at close.
