In the dropdown lists (owner, for example) the list is ordered: 1) logged in user, 2) everyone else alphabetical. When adding an owner to multiple work items you have to repeatedly scroll down through the list so you can select the right owner.

My idea is make the list order was: 1) logged in user, 2) last user selected, 3) everyone else alphabetically or maybe 1) last user selected, 2) everyone else in alphabetical order (with logged in user the default for 1) at login until some other user is selected).
