Use case: A work item is moved from one team (work level) to another. As a result, the original team loses all visibility to any work that already occurred, unless they manually check the logs in detail. Even then, the impact on measures such as cycle time are altered when the different work levels have different work flows (status names).

Consider adding the ability to report on history of work items as they transition to a new work level.

In a workflow purist world, a team would done/close the original work item and create a new one in the next team's work level to preserve "conservation of flow". This does not solve the issue of visibility of moved work or preservation of cycle time.
