Allow multi-select in dropdown boxes of filter UI

• A similar request appears to indicate that it is resolved (link below), but on our On-Prem version I don't see the ability to multi-select a backlog group, for example. The ability to select multiple values that you want to see in the backlog list is one use case, or seeing all values but one value (exclude selection).

• Thank you all for your valuable input. I am happy to announce that the new filters have arrived.
  
  You can now pick any applicable field to filter by and then select more than one value where applicable (for example Owner=Susan, Bob or Mary, or Priority=High or Critical).
